A PDF does not store tables — it stores text at coordinates, and the grid you see is a side effect of where that text sits. This tool measures the vertical bands of whitespace that run down the page, treats them as column separators, and groups text into rows by its baseline. It is inference, and it is sometimes wrong, which is why you see the result before you download it.
